Page 2 <br />March 22, 1977 <br /> <br />One of the problems that we have is that your letter uses the expression <br />"substantially tax" and the Metropolitan Council staff has used the <br />expression "highway capacity" to describe the same traffic condition. <br />It would appear, however, that the Council staff has interpreted your <br />comment to mean the volume at which the highway would be taxed to the <br />point at which no additional traffic can be tolerated. At the same <br />time we would assume that your use of the exoression "substantially tax" would <br />suggest some volume short of developing intolerable traffic conditions and <br />that you were not suggesting that development of the commercial are~would <br />result in traffic volumes that would exceed the "highway capacity". <br /> <br />If there is a finite "highway capacity" established for some affected <br />stretch of Highway 47 and your Department has established that volume limit~ <br />we would appreciate that information, in order that we can adjust our proposed <br />urban plan accordingly, since adjustment of our plan would be the only one <br />of the two options offered by the Metropolitan Council staff that the City <br />has the legal authority to achieve.
