Steffen <br /> <br />PLAN AMENDMENT IMPLEMENTATION <br />DECISIONS AND SCHEDULING <br /> <br />Two meetings with staff of the Metropolitan Council and one appear- <br />ance before the Physical Development Committee of the Council have <br />produced significant progress toward agreement by the Council staff <br />that the Ramsey City Proposed Plan Amendment, with appropriate <br />implementation programs, will be considered in conformance with <br />Metropolitan Council Development framework policies. <br /> <br />Several events have occurred, or were anticipated and failed to <br />occur, since the Plan was developed which dictate some additional <br />action by the City before the Plan and related ordinance changes <br />are finally adopted. The most significant change is that the con- <br />struction schedule for the interceptor sewer has been moved back <br />to 1981, or thereafter, rather than 1979, as was anticipated in the <br />planning effort. Another event that has a different time schedule <br />than we anticipated at the time the Plan was being developed is the <br />construction of the Rum River bridge. We were assuming that con- <br />struction could start on that prior to 1980; this may still happen <br />but we cannot assume that it will happen. A third change is that <br />the anticipated Pollution Control Commission On-Site Septic System <br />Standards were expected to be adopted and available for use prior <br />to 1977. They are still not adopted; it is not expected that they <br />will be finally adopted until late 1977. <br /> <br />Als0, since the Plan was prepared, the City Council and the Planning <br />Commission have considered the density control question and have <br />adopted a position that proposes 2 1/2 acre minimums in the transi- <br />tion area and a density of not more than four housing units per <br />40 acres in the rural area. <br /> <br />In view-of all of the above, it is recommended that the City Council <br />and the Planning Commission meet to consider the following matters <br />and take action on them: <br /> <br /> <br />
