MEMO <br /> <br />TO: Ramsey City Council <br /> <br />March 9, 1977 <br /> <br />-2- <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br /> <br />Amend the Plan and the Proposed Ordinance to be consistent <br />with minimum lot size decisions of the City Council, adopted <br />December 13, 1976 (Resolution No. 29). <br /> <br />Consider adoption of additional lot size restrictions on the <br />basis of soil types, to be effective in all three areas, <br />until central sewer is available. <br /> <br />Consider adoption of strict on-site septic system construction <br />standards and possible fee system'to pay for on-going City <br />inspection program designed to ensure pollution-free~ non-failure <br />of systems for at least twenty Years in the transition and <br />rural areas. <br /> <br />Request Metropolitan Council and Waste Control Commission <br />grant assistance to cover part of the cost of development <br />and implementation of an on-site septic system inspection <br />program. <br /> <br />Develop standards and ordinance provisions which will allow <br />urban density development to occur in the urban zone prior <br />to availability of central sewer, only.if the developer <br />agrees: <br /> <br />a) <br /> <br />To construct and maintain a pollution-free and failure-free <br />on-site sewer system with suitable guarantees (performance <br />bond, escrow, etc.) to the City which will ensure that <br />the system will be maintained until the.central system <br />is available. <br /> <br />b) <br /> <br />To pay the cost of any road improvements necessary to <br />provide capacity for traffic generated by the facility <br />on major arteries (trunk highway 47 - CSAH 5 and 57) <br />until completion of the proposed Rum River bridge <br />crossing; thereafter, costs to developer for traffic <br />syste~sshall apply only to internal circulation systems <br />and upgrading of adjacent thoroughfares required <br />specifically to accommodate traffic generated by <br />the specific development (traffic signals, turn lanes, <br />etc.). <br /> <br />The requirements set out in a) and b), above, can both be <br />temporary, pending completion of construction schedules for <br />the CAB Interceptor and a certain date for construction of <br />the Rum River crossing. Thereafter, temporary systems would <br />be related to the internal sewer system planning of the City <br />and the actual availability of the Rum River crossing. <br /> <br /> <br />
