MEMO <br /> <br />TO: Ramsey City Council <br /> <br />March 9, 1977 <br /> <br />-3- <br /> <br />ACTION SCHEDULE <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br /> <br />(6) <br /> <br />(7) <br /> <br />Authorize the City Engineer and City Attorney to prepare <br />soil standards ordinance for consideration by the Planning <br />Commission and City Council. <br /> <br />Authorize City Engineer to develop on-site septic system <br />construction standards to be adopted in ordinance form for <br />the rural and the transition areas. <br /> <br />Authorize City Engineer to develop requirements to be met <br />for "temporary" on-site septic systems in the urban district <br />pending availability of central sewer facilities. This <br />assignment should include recommendations for performance <br />bond or escrow amounts to "guarantee" system until central <br />facility is available. <br /> <br />Authorize the City Engineer to develop traffic capacity <br />data in conjunction with the State Department of Transporta- <br />tion and the County Highway Department to serve as a basis <br />for traffic generation limitations (unless provided by the <br />developer), to be applicable in urban area until the Rum <br />River crossing is available. <br /> <br />Authorize City staff to request grant funds for development <br />and implementation of a strict on-site sewer maintenance <br />program. <br /> <br />Extend moratorium until Action Items (3) and (4), above, <br />are completed and standards are adopted by the City. <br /> <br />Hold hearing on Plan Amendment and adopt the Plan and required <br />related ordinances. <br /> <br />Respectfully submitted <br /> <br />Bernard E.
