TO: Ramsey City Council <br /> <br />FROM: Administrative Assistant Phil Nereson <br /> <br />DATE: January 3, 1977 <br /> <br />RE: Meeting Metropolitan Council staff and Ramsey City staff on City <br /> of Ramsey Comprehensive Planning <br /> <br />December 28,1976, 1:30 p.m,, Metropolitan Council office, meeting room B. <br /> <br />Present: Peggy Reichart, Sandy Dean, Jim Barton, Bernie Steffen, Dick Sha <br /> Phil Nereson <br /> <br />Steffen: Based on letter from Sandy Dean to Councilman Gorham indicating popu- <br /> lation will be revised; what change~will be proposed and when? <br /> <br />Dean: <br /> <br />MWCC and Metro Council now doing 201 Sewage Facilities Planning <br />Process, a part of this process will be to revise population <br />projections with Ramsey, Andover, Champlin subarea as prime <br />target areas. This work is hoped to be completed by March or <br />April 1977. Dean presented Nereson with 201 Municipal Development <br />Information Questionnaire to be completed by the City. <br /> <br />Nereson: <br /> <br />Metro Council has two housing permit data reports published. <br />Report #14 "Residential Building Permits January - June 1976", <br />is consistent with in house City records (104 permits issued). <br />however, in reviewing "House Permit Data 1975", Report #12, it <br />states Ramsey housing permits in 1975 total 80, according to review <br />of in house City records 137 housing permits were issued. <br /> <br />Barton: We will check into this difference. <br /> <br />Reichart: <br /> <br />Metro Council will revise 1990 sewered population figure upward, <br />however it will not be 9,000 as indicated in City plan, it will <br />be somewhere inbetween. <br /> <br />Sha: <br /> <br />General discussion of differences in both system statement and <br />Plan Review to the CAB proposals. Metro Council staff recognizes <br />these differences and will meet with CAB people to review this <br />problem. <br /> <br />Steffen: When this meeting takes place we would like to have Mr. Sha present. <br /> <br />Reichart: Agreed. <br /> <br />General discussion of subdivision controls in Transition and Rural areas. <br />Pegg.y Reichart asked for and received a copy of City Resolution #29. <br /> <br />Steffen: <br /> <br />The City is not of the position that large lot size is the only <br />way to control development in these areas. We would like to see <br />some practical approach to density controls. <br /> <br />Reichart: Density controls can be as effective as lot size. <br /> <br /> <br />
