-2- <br />Metro Council staff & <br />Ramsey City staff mtg. <br /> 12/28/76 <br /> <br />Steffen: <br /> <br />The City submits that of the existing open land remaining in these <br />areas much of it will not be subject to development because of soil <br />conditions and wetlands, also that in all probability some of the <br />existing 700 lots the Metro Council has calculated would fall into <br />this category. The City further submits in view of the above noted <br />conditions it is questionable how much harm will result from further <br />development. Metro Council staff did not offer recommendations for <br />possible density controls at this meeting, however, the City staff <br />feels that the second draft of the plan critique may expand on this <br />controversy. <br /> <br />ACTION: <br /> <br />Metro Council Action <br /> <br />1) <br /> <br />prepare second draft of plan critique showing such changes as <br />population projections and CAB facilities projections. This <br />draft will detail specific areas the plan is consistent and <br />seek assurances to deal with inconsistencies. <br /> <br />2) Revise system statement respective to major areas of <br /> controversy such as population and CAB facilities. <br /> <br />City Action <br /> <br />1) <br /> <br />Reply with letter to Sandy Dean outlining disagreements with <br />system statement and seeking an extension of the 30 day local <br />review of draft system statement (Steffen). <br /> <br />2) Complete and return 201 Municipal Development Information <br /> Questionnaire (Nereson). <br /> <br />3) Take part in meeting between Metro Coucnil staff and CAB staff (Sha). <br /> <br />Summaries and Conclusions <br /> <br />The City staff feels substantial progress was made in getting acceptance from <br />the Metro Council staff to the general concept of the proposed urban plan. It <br />is likely the second draft changes will narrow the current differences and <br />possibly contain Metro Council direction as to specifically how the City can <br />act to correct inconsistencies. <br /> <br />The Metro Council staff does show concern that present differences can be <br />compromised so the plan can be approved and implemented to allow the lifting <br />of the moratorium. <br /> <br />PN/akp <br /> <br /> <br />
