H]:G~D'rG~TS O~ ?:E~ <br /> CITY OF RAMSEY <br /> <br />URBAN PLANNING DISTRICT STUDY REPORT <br /> <br /> March 15, 1976 <br /> <br /> This Study Report was prepared by Consulting Engineers Diversified, <br />Inc., Ossea, Minnesota at the reqUest of the Ramsey, Minnesota City <br />Council. <br /> <br />Puroose of Study <br /> <br />The Study is to provide the Ramsey City Council with a respo~to: <br /> <br />l) <br /> <br />2) <br /> <br />the "significant pressure for development of commercial <br />areas which was not provided for in the ordinances and <br />zoning implementing the Township of Ramsey Co~orehensive <br />Plan adopted in July, 1973. <br /> <br />the outside forces and factors affecting the Ramsey area <br />since 1973, e.g., change in need for housing and schools, <br />direct development on the metro area fringes by sewer <br />staging, changes in transportation plan, etc. <br /> <br />Comments <br /> <br /> The Study makes no mention of the source of the "pressure for <br />development".., whether it came from the Ramsey residents or developers <br />or other special interest groups. There is no indication that the <br />Purpose of the Study is in response to the desires of the Ramsey <br />residents. <br /> <br />Goals - Objectives - Planning Assumptions <br /> <br />Goals <br /> <br /> Discussions with the City Council and the Planning Commission... <br />have given rise to the following specific community goals and objec- <br />tives.., the City should encourage: <br /> l) employment opportunities within the City for residents <br /> of the City. <br /> <br /> 2)a mix of housing types, both with respect to cost and <br /> form <br /> 3)a consistent growth in assessed valuation to match <br /> growth in government service costs <br /> <br /> <br />
