If job creation is <br />set as a primary goal, taxes of those prod~=g usually increase, <br />the average worker productivity ~ecreases and the economic system <br />is not sustainable. Further tax increases, borrowings or other <br />obligations are required. This will further burden the Ramsey <br />resident. <br /> <br /> Encouraging growth in assessed valuation gives the City <br />Council reason to increase taxes to obtain more revenues. This <br />objective is not in the interest of Ramsey residents. The increase <br />in taxes are intended to pay for the increase in Government operating <br />costs. Increased Government service costs must be justified and <br />reflect the desires of the Ramsey residents. The Report does not <br />indicate what additional Government services are being offered and <br />that these services are in resp'onse to the desires of the Ramsey <br />residents. Notably absent from these goals is any reference to a <br />"Quality of Life" sought by the residents. The goals and objectives, <br />as stated are not specified with enough precision to know when they <br />have been achieved. A Plan to attain nebulOus objectives would be <br />difficult to implement, usually creates communication Problems, and <br />could be expected to be ~.~F~£. <br /> <br />The goals and objectives are a statement of position or attitude <br /> <br />- 2- <br /> <br /> <br />
