Timing was right -- then <br /> <br />Some basic considerations <br /> <br />B o <br /> <br />People in Ramsey don't want to pay for sewer extensions <br />until they need them. <br /> <br />We cannot wait to zone until sewer is in -- we must <br />zone. J~To developers,Z/the development must be in the <br />form proposed and it must be on_~ :when sewer arrange- <br />ments are appropriately made ~or the proposed develop- <br />ment form. <br /> <br />In the transition area -- we don't believe that lot <br />size is the appropriate control -- perhaps density <br />also is not because of the state of development; a <br />good on-site sewer maintenance system is the appro- <br />priate control. <br /> <br />D. In view of the staff comments, we will work on either <br /> density control or a strict on-site maintenance pro- <br /> gram or a combination of both; this must be combined <br /> withal incentives. <br />E. The form of control or incentives should be just right <br /> to keep as much development in the urban area as <br /> possible without having it jump over to Sherburne <br /> County, Burns and Oak Grove Townships, etc. <br /> <br />The increasing costs of single family development <br />probably will resolve the problem of the trans~ion <br />area by itself. <br /> <br />At requestT'we can pull zoning in the urban area back <br />to a transitional residency and to non-commercial; <br />we are attempting to create the opportunity for an <br />urban density town center. It appears that the demand <br />is there or will be there and we should plan the <br />opportunity for it to happen. We can revert it back <br /> <br /> <br />
