--.7 -- <br /> <br />location of most current residential development, although <br />the development is of a low density, scattered nature. <br />This area contains many undeveloped platted lots also~ <br />If this central area were defined as the Urban Service <br />Area, future development could be clustered with existing <br />development and both could be provided with urban <br />services such as sanitary sewers, paved roads, improved <br />police and fire protection, and perhaps even nearby <br />elementary schools. The major disadvantage of this <br />Urban Area designation is that it would require local <br />trunk sewer construction from the Anoka border through <br />presently undeve.loped properties. <br /> <br />The third alternative would be some combination of the <br />first two. Ramsey might define the Urban Area to include <br />a linear commercial area adjacent to TH 47 and then widen <br />the Urban Area adjacent to TH 47 further north to include <br />some vacant lands and some of the existing residential <br />area. This alternative may permit the City to pursue <br />commercial development to increase the tax base and <br />also to upgrade services to some of the existing residents. <br /> <br />These alternatives should be evaluated by the City. If Ramsey <br />were a totally undeveloped city, the ideal location for its <br />Urban Service Area would be the southern part of the City. <br />But given the current development pattern, Ramsey should <br />give some consideration to clustering future development in <br />the center of the City where'most current residents live. At <br />a minimum, the plan should evaluate the needs of most <br />current residents who .live outside the proposed Urban Service <br />Area. Particular attention should be given to assessing the <br />viability of continued reliance 'upon on-site septic systems <br />by current residents. As currently proposed, most current <br />residents would be using septic tanks and individual wells <br />for the next 20 to 30 years. <br /> <br />Size of the Proposed Urban Service Area <br /> <br />In the Development Framework, Ramsey is classified as an <br />Area of Planned Urbanization that is currently located within <br />the Rural Service Area. Part of Ramsey has been designated <br />for expansion of the Urban Service Area during the 1981-90 <br />period. This expansion is required atthat time to provide an <br />adequate supply of serviced land for urban development in <br />the North Minneapolis sector.
