When the Urban Service Area expansion in this <br />sector was delineated in the Development Framework, it <br />was planned to be expanded by about i square mile in the <br />City of Andover and 2 square miles in the City of Ramsey <br />Metropolitan Systems,' especially for sewers and trans- <br />portation, are being planned to accommodate this Urban <br />Service Area expansion during i981-90. <br /> <br />Ramsey's proposed Urban Service Area is not consistent <br />with the Development Framework Urban Service Area in <br />.land area and timing. Ramsey's proposed 1990 Urban <br />Service Area would provide about 4.4 square miles of <br />developable land. This figUre was not provided in the <br />plan amendment but is based on Council staff calculations <br />from maps included in the plan amendment. It should <br />al.~o be noted that when these calculations were made by <br />staff, undevelopable lands such as wetlands.were not <br />included. However, Ramsey's proposed zoning could <br />potentially allow development in these wetland areas. · ~ <br />This means that Ramsey's proposed Urban Service Area <br />is potentially larger than 4.4 square miles. Thus, Ramsey's <br />proposed Ijrban Service Area of 4.4 square miles would <br />constitute an expansion of the Metropolitan Urban Service <br />Area in one single municipality than is greater than the <br />expansion required (3 square miles).in the entire North <br />Minneapolis sector. <br /> <br />The apparent reason for Ramsey delineating a 4.4 square <br />mile Urban Service Area is that the City is anticipating <br />a significantly larger 19'90 population and number of <br />households than that forecasted by'the Metropolitan Council. <br />(Table 2) <br /> <br />As noted in the Plan Overview, Ramsey expects about 1,250 <br />new households or some 8,375 persons to locate in its <br />Urban Service Area. To accommodate this population growth <br />and also commercial, industrial, and conservation land uses, <br />the City with some 4.4 square miles of vacant, developable <br />land, proposes-an Urban Service Area. <br /> <br />The City plans to have the entire Urban Service Area served <br />by central sanitary sewer by 1990.
