Ramsey also included <br /> part of the CAB Study Report as an appendix to its plan <br /> amendment which indicated a I990 forecast for the <br />· entire City of 9,000 persons and 2,400. households. <br /> Yet, the City is ~ow basing its plan on a 1990 <br /> population of some 18,000 persons. No explanation <br /> or basis is provided by the .City in its proposed plan <br /> amendment for this forecast. <br /> <br />Timing of the Proposed Urban Service Area <br /> <br />The timing of Ramsey's proposed Urban Service Area is. <br />inconsistent with the Development Framework° The <br />Development Framework indicates that part of Ramsey <br />is planned for inclusion in the Urban Service Area <br />sometime between 1981 and 1990. The exact timing <br />of this expansion of the MUSA depends upon the timing <br />of metropolitan sewer ~ervice to Ramsey. According <br />to the Ramsey plan amendment, however, the City plans <br />to rezone property for urban development within the <br />proposed Urban Area immediately after the amendment is <br />adopted. This could take place in early 1977o The <br />plan, amendment also indicates that the City expects' to <br />receive metropolitan sewer service by 1979. Recent <br />action of the Metropolitan Council confirms that 1979 is <br />too early. <br /> <br />Metropolitan sewer service will be provided to the City of <br />Ramsey via the Champlin - Anoka - Brooklyn Park (GAB)' <br />interceptor~ On October 14, 1976, the Metropolitan <br />Council approved an amendment to the Metropolitan Waste <br />Control Commission's Development Program. This amend- <br />ment provides for construction of the Anoka segment of the <br />CAB interceptor by 1979. This segment would provide <br />service initially for the City of Anoka only, with treatment <br />at the existing Anoka lAfastewater Treatment Plant.
