Strong septic tank regulations related <br />to soil conditions and including maintenance provisions' <br />should be enforced for both existing and new systems. <br /> <br />Major Diversifie~l Centers <br /> <br />The Development Framework identifies potential locations <br />for the development of a Major Diversified Center by 1990. The <br />City of Ramsey is not identified as such a location. Never- <br />theless, the City has identified a need to set aside I60 <br />acres with its Urban Service Area for development over <br />time of a "major shopping center." For comparison purposes, <br />this would be a land area twice as large as the Southdale <br />Shopping Center. Zoning a large area for commercial <br />development is clearly a local prerogative. If this area <br />remains undeveloped for many years, however, it could. <br />create local problems to the extension of urban services, <br />particularly sewer lines, to other parts of the proposed <br />Urban Service Area. Ramsey has stated in its plan <br />amendmen.t that a metropolitan sewer interceptor is expected <br />to extend through the planned commercial area and provide <br />direct sewer service. This is a false expectation; there is <br />no extention of a metropolitan sewer interceptor planned <br />through the City. Ramsey should evaluate the implications <br />of its proposed commercial area on local sewer system construc- <br />tion given the metropolitan sewer system plans. <br /> <br />Transportation <br /> <br />In planning the location, size, and timing of its <br />Urban Service Area, the City has made several basic <br />development assumptions related to transportation improve- <br />ments. The City assumes construction of a bridge crossing <br />the Rum River as an easterly extension of CSAH ~57 within <br />the relatively near future (five years or less). According to <br />the Anoka County Highway Department, this crossing is not <br />yet scheduled for construction and is not likely to be built <br />for 10 years. The discussion of planning activities for <br />this bridge (pages 17-18) is accurate, only the assumed time <br /> <br /> <br />
