- 14- <br /> <br />frame is wrong. <br /> <br />Another assumption is that 153rd Avenue will be developed <br />as a major east-west artery. The Anoka County Thorough- <br />fare Plan, however, indicates a minor arterial at approxi- <br />mately 157th Avenue (westerly extension of CSAH 20). <br /> <br />The Minnesota Highway Department has also reviewed <br />Ramsey's plan (see attached comments). The Department <br />is particularly concerned with the impact of the proposed <br />shopping center on the capacity of Minnesota TH 47 south <br />of CSAH 5. <br /> <br />Wastewater Management (Sewers) <br /> <br />Several inconsistencies between the Ramsey plan and <br />metropolitan plans for sewers have already been noted. <br />Ramsey expects metropolitan sewer service in 1979 while <br />the earliest possible time of service availability is 1981. <br />Ramsey expects to have some 8,375 persons plus commercial <br />and industrial development served by central sanitary sewers <br />by 1990. Metropolitan sewer service capacity is being <br />planned to accommodate about 5,000 persons by 1990. <br />Ramsey has stated an expectation that a metropolitan <br />inte[ceptor will be extended thrU)ugh the City's proposed <br />commercial center while no such interceptor extension <br />is planned. ~ , .,. . . :. . _ .- . . . <br /> <br />At this time, the Anoka segment of the CAB interceptor is <br />planned to provide one outlet to Ramsey near Highway 10 <br />at the City's border. Ramsey has indicated in its plan <br />amendment that the City will also need an outlet near <br />CSAH 47. This outlet is a possibility but will require <br />6mendment of the Waste' Management Policy Plan and <br />Development Program. Another question is whether to -- <br />build this additional interceptor reach at the time the <br />Anoka segment is constructed or at a later date. The <br />Waste Control Commission staff has suggested that it <br />would be more effluent to build this northern stub at the <br />time the Anoka segment is constructed. <br /> <br />Regardless of when the northern stub is constructed, the <br />City of Ramsey could not begin using either the Highway. <br />10 or Highway 47 interceptor outlets until the lower reach <br />of the CAB is constructed, phasing out the Anoka Treatment <br /> <br /> <br />
