To resolve these issues and to coordinate the timing of <br />Ramsey's Urban Service Area with metropolitan sewer <br />system plans will require modifications in the plans of <br />both the Metropolitan Council and the City of Ramseyo <br />The Metropolitan Council stated in its approval of the <br />MI/VCC Development Program that sewer service needs <br />to Ramsey, including both outlets of Highway 10 and 47, <br />should be documented in the City's comprehensive <br />development plan and comprehensive sewer plan. This <br />proposed plan amendment by Ramsey constitutes a first <br />step in that documentation. Now the City should take <br />the following steps, <br /> <br />be <br /> <br />Ce <br /> <br />The City should amend its proposed plan to indicate <br />that urban development in the Urban Service Area <br />could begin taking place when metropolitan and <br />local sewer service is available. This would be <br />1981 at the earliest and is contingent on securing <br />funding for the lower reach of the CAB interceptor.. ..,: <br /> <br />The City should indicate in its comprehensive plan <br />areas for development within its Urban Service Area <br />by 5 year planning periods, 1981-85 and 1986-90, . <br />as called for in the Land Planning Act. A comprehen- <br />sive sewer plan can then 'be developed with a time table <br />for construction of a local sewer line within these areas. <br /> <br />The City should establish a clear policy'requiring all <br />development in the Urban Service Area hook up to <br />central sanitary sewers when they are available. <br /> <br />For at least the 1977-81 period, Ramsey should only <br />allow rural density development in its future Urban <br />Service Area that does not require central sanitary <br />sewer service and other urban services. Rural <br />development that does take place should be desighed <br />for future sewer connection and pre-platted to allow <br />for further subdivision when sewer service is available. <br />The Metropolitan Council has stated that areas planned <br />for central sewers within five years not be permitted to <br />develop on septic tanks to avoid short run-duplication <br />of waste disposal costs to the homeowner. <br /> <br /> _. :. ,~ ::~!':'-" ... <br />Ramsel; shOuld adopt an on:site septic system regulation <br />consistent with the Waste Management Guide Chapter. · <br /> <br /> <br />
