FINDINGS AND CONCLUSIONS <br /> <br />Ramsey'J proposed plan amendment consists of an "Urban Planning · <br />District Report." The amendment is not a complete comprehensive plan <br />but does establish very basic development policies for the City which <br />have been reviewed only for adequacy.and consistency with:the Metro-'"'~'-"~;. <br />poli. tan Development Framework policies and Metropolitan System Plans. <br /> <br />Metropolitan Council review of this proposed amendment will not <br />exempt the City of Ramsey from responsibilities ~stablished by the <br />Metropolitan Land Planning Act. . . ...~:, ... ',': ~:,. <br /> <br />Ramsey's plan concept, of delineating,an Urban Service Area, <br />Transition Area, and Rural Area Within the City is generally <br />consistent with the Development Framework, but/.he specific <br />application of this concept, as proposed, is inadequate and <br />not altogether consistent with the Development Framework. <br /> <br />be <br /> <br />Ramsey has not evaluated the service needs of current <br />residents, most of whom reside outside the proposed . <br />Urban Service Area.
