- 19- <br /> <br />The City's Urban Service Area is'planned to accommodate <br />over 8,000 persons by 1990 plus commercial and industrial' <br />activity while the metropolitan sewer system is planned to <br />accommodate only 5,000 persons and no industrial flow by <br />t990. <br /> <br />Se <br /> <br />The City's policies for its Transition Area supports Continued. <br />residential development on the 1,000 or so existing platted <br />lots of 1+ acre in size. Unplatted land would be subject <br />to a 5 acre minimum lot size and an overall density of four <br />housing units per forty acreSo These policies for developu: <br />ment of the Transition Area are !nadeq{~ate for insuring that ' <br />improved metropolitan and local services will not be required <br />prior to 1990. <br /> <br />The City's plan is premised on construction of a RUm River <br />bridge at an early date (within 5 years) while the Anoka <br />County Highway 'Department has not yet scheduled such <br />construction and has indicated that the bridge will not be <br />built.for at least 10 years° <br /> <br />The City has reserved 160 acres for development of a major <br />retail shopping center while the Development Framework has <br />not indicated any location in Ramsey as a potential Major <br />Diversified Center. The MinnesOta Highway Department 'has <br />also indicated that any major s,hopping facility at this location <br />would tax the capacity of the highway system. The City has <br />also assumed this commercial area will be served directly <br />by a metropolitan sewer interceptor while no such facility <br />is planned to be extended through Ramsey. <br /> <br />The City assumes a metropolitan sewer service outlet near its <br />border and TH 47 while no such outlet is currently provided in <br />the Waste Management Policy Plan or Development Program. <br /> <br />RECOMMENDATION <br /> <br />It is recommended that the Ramsey Comprehensive Plan Amendment be found <br />inadequate in its analysis of the City's proposed Urban Service Area and <br />inconsistent with the Metropolitan Development Framework and Metropolitan <br />System Plans. <br /> <br />It is further recommended that the issues in this review be resolved through <br />discussions between the City of Ramsey and the Metropolitan Council con- <br />cerning the City's Metropolitan System Statement and the requirements of <br />the Metropolitan Land Planning Act. <br /> <br /> <br />
