July 11, 1977 <br /> <br /> CITY OF RAMSEY <br /> PLANNING COMMISSION <br /> FINDINGS OF FACT AND MOTION <br />RE URBAN PLANNING DISTRICT STUDY REPORT <br /> <br />The Planning Commission of the City of Ramsey makes the following <br />findings of fact: <br /> <br />The City of Ramsey Planning Commission has undertaken an amendment <br />to the City's original Comprehensive Plan dated July, 1973. Said <br />amendment is pursuant to M.S.A. 462.355. <br /> <br />The amendment is entitled "City of Ramsey Urban Planning District <br />Study Report", and is hereinafter referred to as "Plan Amendment". <br /> <br />The Planning Commission previously on March 29, 1976, forwarded <br />the Plan Amendment to the Ramsey City Council. <br /> <br />The City Council on March 29, 1976, received the Plan Amendment <br />and forwarded it to the Metropolitan Council for its review. <br /> <br />The Metropolitan Council has reviewed the Plan Amendment and the <br />City's Planning Staff in response to that review has made certain <br />amendments to the Plan Amendment. <br /> <br />The Planning Commission held a public hearing on said Plan <br />Amendment, prior to which notice of said hearing was published <br />in the Anoka County Union on June 17 and June 24, 1977.. Also, <br />a news article and proposed new zoning map was published on <br />June 24, 1977, in the Anoka County Union. <br /> <br />The public hearing was held on June 30, 1977, at which time all <br />interested persons had an opportunity to speak. The minutes of <br />said meeting are hereby incorporated herein by reference. <br /> <br />The City has.received numerous requests for zoning from Residential <br />type uses to Commercial type uses in the Southeast corner of <br />the City which is generally the subject of the Plan Amendment. <br /> <br />The County of Anoka has proposed a bridge crossing as an extension <br />of Industry Boulevard N.W. across the Rum River to link the <br />City of Ramsey and the City of Andover. The crossing is proposed <br />to connect with the Seventh Avenue underpass Eederal dem6nstration <br />project in'the City of Anoka. <br /> <br />10. <br /> <br />ll. <br /> <br />That since 1973 there has been a significant change in the birth <br />rate and a resultin~,need for housing and schools. <br /> <br />The Metropolitan Council has developed a regional policy designed <br />to limit and carefully direct development on the fringes of the <br />metropolitan area primarily through the mechanism of sewer staging. <br /> <br />12. <br /> <br />That there have been major changes in the economics of home building <br />and residential housing. <br /> <br /> <br />
