July 11, 1977 CITY OF RAMSEY PLANNING COMMISSION FINDINGS OF FACT AND MOTION RE URBAN PLANNING DISTRICT STUDY REPORT The Planning Commission of the City of Ramsey makes the following findings of fact: The City of Ramsey Planning Commission has undertaken an amendment to the City's original Comprehensive Plan dated July, 1973. Said amendment is pursuant to M.S.A. 462.355. The amendment is entitled "City of Ramsey Urban Planning District Study Report", and is hereinafter referred to as "Plan Amendment". The Planning Commission previously on March 29, 1976, forwarded the Plan Amendment to the Ramsey City Council. The City Council on March 29, 1976, received the Plan Amendment and forwarded it to the Metropolitan Council for its review. The Metropolitan Council has reviewed the Plan Amendment and the City's Planning Staff in response to that review has made certain amendments to the Plan Amendment. The Planning Commission held a public hearing on said Plan Amendment, prior to which notice of said hearing was published in the Anoka County Union on June 17 and June 24, 1977.. Also, a news article and proposed new zoning map was published on June 24, 1977, in the Anoka County Union. The public hearing was held on June 30, 1977, at which time all interested persons had an opportunity to speak. The minutes of said meeting are hereby incorporated herein by reference. The City has.received numerous requests for zoning from Residential type uses to Commercial type uses in the Southeast corner of the City which is generally the subject of the Plan Amendment. The County of Anoka has proposed a bridge crossing as an extension of Industry Boulevard N.W. across the Rum River to link the City of Ramsey and the City of Andover. The crossing is proposed to connect with the Seventh Avenue underpass Eederal dem6nstration project in'the City of Anoka. 10. ll. That since 1973 there has been a significant change in the birth rate and a resultin~,need for housing and schools. The Metropolitan Council has developed a regional policy designed to limit and carefully direct development on the fringes of the metropolitan area primarily through the mechanism of sewer staging. 12. That there have been major changes in the economics of home building and residential housing.
