13. <br /> <br />That the boundaries of the City of Ramsey have been significantly <br />changed due to incorporation and annexation decisions in 1974. <br /> <br />14. <br /> <br />That transportation plans have changed since the adoption of the <br />original comprehensive plan in 1973. <br /> <br />15. <br /> <br />That the portion of the City of Ramsey contained within the <br />urban plan is contiguous to a free standing center as designated <br />in the Metropolitan Council's development framework. <br /> <br />16. <br /> <br />The Metropolitan Council development framework guide indicates <br />that the city of Ramsey should designate between three and five <br />square miles for inclusion within the 1990 Metropolitan Urban <br />Service Area. The proposed plan amendment does contain between <br />three and five square miles. <br /> <br />17. <br /> <br />It is probable that the southeast corner of the City which is <br />generally the area on which the urban Plan Amendment concentrates, <br />will receive metropolitan sewer services through the proposed. <br />CAB interceptor sometime in early to mid 1980's. <br /> <br />18. That in response to Metropolitan Council directives, it is <br /> necessary to limit the density of population in those portions <br /> of the City lying north of 153~d Avenue N.W. and west of Sunfish <br /> Lake Boulevard , generally all that area of the City except that <br /> contained within the Plan Amendment. <br /> <br />19. In order to .~a~e[a less dense population in the area described <br /> in paragraph 18 above, it is necessary to increase lot sizes in <br /> these areas. <br /> <br />20. <br /> <br />The density of population is directly related to potential <br />pollution problems, including but not limited to ground water <br />pollution. -- <br /> <br />21. <br /> <br />In order to delay t~e premature extension of sewerage systems <br />into the more rural areas of the City, it is necessary to adopt <br />more comprehensive ordinances regulating individual sewage <br />disposal systems. <br /> <br /> 22.
