GENERAL PLANNING CONSIDERATIONS

Gateway North Industrial Airport is part of the Metropolitan Airports
System and as such should be protected by planning for compatible
airport/community development when Ramsey prepares its comprehensive
plan.

The Minnesota Department of Transportation has established minimum
criteria for airport development that the city and the. airport owner/opera-
tor should consider during plan preparation. Included under Mn/DOT rules
and regulations as authorized under'M.S.~360.81 and 360.061 are:

- Aero-2 (procedural regulations as to structure heights)
- Aero-8 (public airport: minimum licensing requirements)
- Aero-9 (criteria for determining obstructions to air navigation)
- Aero-10 (land use zoning standards.

The Metropolitan Council will use these criteria as one basis for
comment to the Minnesota Environmental Quality Council, the State
Division of Aeronautics, or the FAA part 77 Review Process regarding
the establishment of obstructions to air navigation (such as tall
communications towers or high voltage electrical transmission lines),
that would have potential adverse effect on existing or planned aviation
facilities in the metropolitan region.

NOTE: As part of the implementation section of the Aviation Guide,
the Metropolitan Council has gone on record 'as actively promoting
a revision of Minnesota Statutes 360.061-360.075 during the
1978 legislative session. The intent of such changes is to
remove the "non-conforming" designation being applied to
existing development in areas defined'under Mn/DOT rules/
regulations Aero-9 and 10.
