GENERAL PLANNING CONSIDERATIONS <br /> <br />Gateway North Industrial Airport is part of the Metropolitan Airports <br />System and as such should be protected by planning for compatible <br />airport/community development when Ramsey prepares its comprehensive <br />plan. <br /> <br />The Minnesota Department of Transportation has established minimum <br />criteria for airport development that the city and the. airport owner/opera- <br />tor should consider during plan preparation. Included under Mn/DOT rules <br />and regulations as authorized under'M.S.~360.81 and 360.061 are: <br /> <br />- Aero-2 (procedural regulations as to structure heights) <br />- Aero-8 (public airport: minimum licensing requirements) <br />- Aero-9 (criteria for determining obstructions to air navigation) <br />- Aero-10 (land use zoning standards. <br /> <br />The Metropolitan Council will use these criteria as one basis for <br />comment to the Minnesota Environmental Quality Council, the State <br />Division of Aeronautics, or the FAA part 77 Review Process regarding <br />the establishment of obstructions to air navigation (such as tall <br />communications towers or high voltage electrical transmission lines), <br />that would have potential adverse effect on existing or planned aviation <br />facilities in the metropolitan region. <br /> <br />NOTE: As part of the implementation section of the Aviation Guide, <br /> the Metropolitan Council has gone on record 'as actively promoting <br /> a revision of Minnesota Statutes 360.061-360.075 during the <br /> 1978 legislative session. The intent of such changes is to <br /> remove the "non-conforming" designation being applied to <br /> existing development in areas defined'under Mn/DOT rules/ <br /> regulations Aero-9 and 10. <br /> <br /> <br />
