2. Its contiguous location to a free standing center as <br />designated in the Metropolitan Council's development framework; <br /> <br /> 3. Plans and data in the Metropolitan Council development <br />framework indicating that the City of Ramsey should designate <br />between three and five square miles for inclusion within the <br />1990 metropolitan urban service area; <br /> <br /> 4. Likelihood of metro sewer interceptor availabilitY <br />within the relatively near future; and <br /> <br /> 5. Relatively imminent implementation of County plans to <br />link the City of Ramsey and the City of Andover with a Rum River <br />bridge crossing connecting to the Seventh Avenue underpass <br />Federal demonstration project in the City of Anoka. <br /> <br />Specific community goals and objectives which will be <br /> <br />adopted as part of the plan are: <br /> <br />Within the limitations of physical and environmental <br />constraints, land use regulations and controls of the <br />City should encourage: <br /> <br /> 1. Employment opportunities within the City for <br />residents of the City to the extent that they can be <br />economically provided; <br /> <br /> 2. A mix of housing types, both with respect to <br />cost and form; <br /> <br /> 3. A consistent growth in assessed valuation to <br />match growth in government service costs; <br /> <br /> 4. Convenient and economical outlets for retail <br />and personal services; <br /> <br /> 5. Clustering of urban functions and land uses <br />requiring urban services to the extent possible as a <br />mechanism to preserve an open environment and to <br />minimize the total land service costs to the extent <br />possible consistent with current development and an <br />orderly transition of the community from its current <br />urban status to a more dense population over time. <br /> <br />Basic development assumptions underlining plan: <br /> <br /> 1. Construction of a bridge crossing the Rum River as <br />an easterly extension of CSAH #57 within the relatively near <br />future (five years or less). <br /> <br /> 2. Continued use of MTH #47 as a major artery in the <br />community without significant change in alignment. <br /> <br /> <br />
