CITY OF RAMSEY URBAN PLANNING DISTRICT REPORT SUMMARY <br /> <br /> The report which was first published on March 15, 1976 <br /> <br />is an amendment to the 1973 comprehensive plano It deals <br />primarily with the southeast area of the city generally <br />bounded on the west by Sunfish Lake Boulevard and on the north <br />by 153rd Avenue N.W. <br /> <br /> The report and amendments which have been approved by <br /> <br />the Planning and Zoning Commission since March 15, 1976 is <br />designed to provide a policy framework for urban use develop- <br />ment in the designated 1990 Urban area° <br /> <br /> Combined with the proposed ordinances, it als° establishes <br />development limitations on land'in other areas of the city %o <br />promote urban density development in the designated area and to <br />maintain the semi-rural ~and rural atmosphere in those parts of <br />the city designated as "tranSition''' or "rural". <br /> <br /> The amendment to the comprehensive plan appeared necessary <br />because of the following outside forces and factors which had <br />developed since 1973: <br /> <br /> 1. Significant change in the birth rate and resulting need <br />for housing and schools; <br /> <br /> 2. Development of a regional policy designed to limit and <br />carefully direct development on the fringes of the metropolitan <br />area, primarily through the mechanism of sewer staging; <br /> <br /> 3. Major changes in the economics of housing; <br /> <br /> 4o Changes in boundaries due to incorporation and <br /> annexation decisions; and <br /> <br /> 5. Changes in transportation plans. <br /> <br /> The area was chosen for review for the following reasons: <br /> <br /> 1. An indication of actual demand for commercial develop- <br />ment; <br /> <br /> <br />
