Observations/Alternatives: <br />Observations: <br />The need to prepare plans and specifications for future permanent street improvements for both Puma Street and <br />Bunker Lake Boulevard was addressed within the utility extension staff reports to Council. In those reports, it was <br />noted that a separate case would be presented to Council requesting authorization to prepare plan and specifications <br />for the proposed permanent street improvements. This is that case. <br />Alternatives: <br />Alternative #1 — Motion to adopt Resolution #17-12-316 ordering Plans and Specifications for Improvement Project <br />#18-05, Bunker Lake Boulevard and Puma Street Improvements. <br />Alternative #2 — Motion denying adoption of Resolution #17-12-316 at this time. <br />Funding Source: <br />Per the attached memos from Bolton & Menk, preparation of plans and specifications are estimated to cost $81,500. <br />In March 2017, Bolton Menk updated the Future Business Park report to include estimated costs for all of the <br />improvements needed to support the Future Business Park. A copy of the update is attached for reference. <br />A previously executed Assessment Agreement allows up to 40% of project costs, including preparation of plans <br />and specifications, to be assessed against two adjacent property owners. The City must pay the remaining costs for <br />preparing plans and specifications. Funding sources for the City's share of costs is proposed to include a mix of TIF <br />#1 and Anoka County HRA funds. A copy of the executed assessment agreement is attached for reference. <br />Based on future Council approvals, Staff would also propose to utilize Bolton & Menk to assist with bidding the <br />project, and to administer the project and stake construction. Estimated costs for these work efforts are also included <br />in the attached memos.
