City Administrator Norman inquired if the direction of the Council was to use Mr. Levine on an <br />hourly basis for future projects especially if there is a need to do work with MnDOT. <br /> <br />Councilmember Hendriksen stated that there are going to be very significant issues regarding <br />Highway #10 freeway standards, and the River Bridge crossing, which he would like to see Mr. <br />Levine on board for. He understood that there wasn't an immediate need for his services at this <br />time, so he would be open to some type of retainer system to assure his services in the future. <br /> <br />Consensus of the Council was to direct staff to discuss the issue further with Mr. Levine and <br />report back to the Council. <br /> <br />2) Website Design and Hosting <br /> <br />Barry Johnson, Dynamic Information Systems, reviewed the website design proposals the <br />Council had considered in April 2001, in comparison to the GovDocs proposal. He also <br />presented the Council with a cost and value analysis of the GovDocs and GovDelivery system. <br /> <br />Councilmember Hendriksen stated that he felt that the GovDocs solution has been "shoved down <br />the Cotmcil's throat" where the City would be paying big bucks over a long time and then the <br />City would end up with nothing at the end if they choose to walk away. <br /> <br />Mayor Gamec requested that the issue be placed before the Council at the next City Council <br />meeting for final action so that the arguing can stop. <br /> <br />Councilmember Hendriksen stated that the GovDocs proposal provides very little service to the <br />City and if the City were to decide that at some point it is not cost effective the City ends up with <br />nothing. <br /> <br />Councihnember Kurak inquired as to how other services compare cost wise to what GovDocs <br />offers. <br /> <br />Mr. Johnson replied that there is really no other company that offers the subscriber service <br />similar to GovDocs, which is why he had to get costs on customized solutions. <br /> <br />Councilmember Kurak inquired as to how the GovDocs prices compare to the customize <br />solutions. <br /> <br />Mr. Johnson began to review those costs and a very heated discussion occurred amongst the <br />Council. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to adjourn the City Council work <br />session. <br /> <br />City Council/March 5, 2002 <br /> Page 2 of 5 <br /> <br /> <br />
