policy could relate to the City of Ramsey because the City of Ramsey requires the developers to <br />construct City streets and services. <br /> <br />Cottncilmember Zimmerman stated that if the City were to construct the roads and City services <br />for a development he could see where the City might get stuck with the cost if the company were <br />to go bankrupt. The City has constructed roadways in the business park where the City has <br />owned the property, but the private developers have to pay for their own roads and services. <br /> <br />Councilmember Anderson stated that some of the ideas from Andover might be beneficial, but <br />worked into Ramsey's codes. <br /> <br />Councilmember Hendriksen stated that he did not support changing the current policy of having <br />roads paid by the developer, but if they were to discuss the option there are ways to secure those <br />costs by placing a lien on the property etc. He suggested that staff question why Andover has <br />chosen to construct the roads and services themselves. <br /> <br />Mayor Gamec stated that he had heard that with the city constructing the roads and services it <br />assists with faster development because it is less funds the developer has to come forward with <br />initially. He stated that he would like to know how the City of Ramsey development permit <br />compares to Andover's. <br /> <br />Councilmember Hendriksen stated that a developer has to go to the bank and borrow money for a <br />development, and the project can be delivered at a lower cost and then the city would pick up the <br />benefit that would normally be picked up by the bank. Those are the types of questions that <br />should be asked. <br /> <br />Consensus of the Council was to direct staff to research the benefits and objectives for the City to <br />construct streets and utilities, what safeguards there would be to protect the City in the <br />investment, and the City's ability to bond for those projects. <br /> <br />Councihnember Anderson inquired as to how the City would be able to assure that the town <br />center site develops in stages. <br /> <br />City Administrator Norman replied that the Comprehensive Plan states that a substantial of the <br />core has to be developed prior to the next phase being developed. <br /> <br />Councilmember Anderson inquired if that time element had been court tested. <br /> <br />Councilmember Hendriksen stated that he had asked the City Attorney if he could defend that <br />language that was included in the Comprehensive Plan if it were challenged, but he never <br />answered the question. <br /> <br />City Council/March 5, 2002 <br /> Page 4 of 5 <br /> <br /> <br />
