He stated that if Mr. Kurak did not take the time to meet with the neighbors to try to <br />resolve some of the concerns, he would probably vote against the request. <br /> <br />Mr. Ragor stated that he felt that it is Mr. Kurak's responsibility to follow through and hopes to <br />hear something in the future. <br /> <br />Councihnember Kurak stated that she did not know how residents would expect for Mr. Kurak to <br />know how to get a hold of them without a name and phone number. She recommended that <br />concerned residents contact Mr. Kurak. <br /> <br />Mayor Gamec recommended having staff take the names of property owners that sun'ound the <br />property fi'om the petition the City received and have Mr. Kurak notify them of the meetings. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to postpone a <br />decision to be made on or before May 1, 2002. <br /> <br />Further discussion: Councilmember Zimmerman inquired as to what is expected to happen. <br />Councihnember Anderson replied that they will be allowing for time for Mr. Kurak to meet with <br />the neighbors. Mr. Ragor inquired if it would be okay to contact Mr. Kurak directly, noting a <br />number where Mr. Kurak could reach him. Councilmember Kurak replied absolutely. <br />Councilmenqber Hendriksen stated that there are going to be meetings and certain representations <br />made to citizens to gain their support and inquired as to how the Council is going to know what <br />assurances are being given to citizens to gain their support and how do they know that those <br />assurances will be fulfilled. He felt that there needed to be some documentation of what is being <br />promised to the residents. Mayor Gamec stated that if Mr. Kurak does not bring forward a plan <br />that they agreed with, he is confident that the residents will voice that. Councilmember <br />Hendriksen stated that absent any documentation from the meetings it becomes a he said she said <br />type of meeting. He did not understand why the Council would object to some type of <br />documentation that supports what people are being told at the meetings. Mr. Ragor stated that he <br />hoped that out of the meetings will come a preliminary plan and then at that time they could <br />schedule a time or date to add that plan to the Council agenda, prior to May 1. Councilmember <br />Hendriksen stated that the procedure for a Comprehensive Plan amendment lays out what is <br />supposed to be happening and, for whatever reason that did not happen. The procedure calls for <br />a concept plan and for the applicant to pay for the costs and what he is hearing is that they are not <br />going to do those things. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, that <br />doculnentation provided to the neighborhood needs to be proved to the City to assure that the <br />assurances that are being offered to the residents come forward. <br /> <br />Further discussion: Mayor Gamec stated that he felt that those were issues Mr. Kurak and the <br />residents could work out.
