City Engineer Olson stated that the difficulty is that every site is going to be different.

Councilmember Kurak stated that in a townhome development where homes are very
close together and they have a cul-de-sac 600 feet long and 32 feet wide, would that be
safe.

Director of Public Works/Fire Chief Kapler replied that the Fire Trucks would have no
problem maneuvering at a 32 foot width. He stated that he did not have any concerns
with the policy being recommended by staff.

Councihnember Zimmerman inquired if a developer could chose how wide they wanted
the private street.

City Engineer Olson replied yes, as long as they comply with the policy.

Councihnember Zimmerman stated that he did not think it would be good policy to have
a 24 foot width on a 600 foot length cul-de-sac.

Mayor Gamec recommended sending the issue back to the Public Works Committee for
further discussion.

Councihnember Kurak stated that if the Fire Chief is not concerned, she does not see it as
a problem.

Councilmember Anderson inquired if there was any safety concerns with a 24 foot wide
road.

Councihnember Hendriksen inquired as to whom would enforce the no parking
requirements.

City Engineer Olson replied that there would have to be covenants in the development
agreement that would allow the City to enforce the no parking.

Director of Public Works/Fire Chief Kapler noted that he would be comfortable with 24~
foot width streets if there is no parking.

Councilmember Anderson inquired if it would be safer if the roads were 32 feet wide.

Director of Public Works/Fire Chief Kapler replied yes.

Motion by Councilmember Kurak, seconded by Mayor Gamec, to ratify the
recommendation of the Public Works Committee and to change the maximum length of a
private street with a cul-de-sac from 300 feet to 600 feet.

City Council/March 12, 2002
