Further discussion: Councilmember Hendriksen stated that he thought the development <br />used for an example by staff was done to achieve a different policy. The real justification <br />for the change is to allow for significantly higher density than what would be allowed <br />with public streets because with public streets they have to accommodate greater <br />setbacks. City Engineer Olson replied that the only difference is the 600 foot cul-de-sac. <br />Councihnember Hendriksen stated that the policy will permit what staff presented, which <br />he is opposed to. Councilmember Kurak stated that there needs to be a formal policy <br />regarding private streets so that there is some direction for staff to work with developers. <br />Having no guidelines is not acceptable and policies can always be changed. <br />Councilmember Hendriksen stated that he did not think that the Council should ratify <br />something they see flaws in. Personally he does not agree with having private streets, but <br />hoped they could come up with a better policy. City Engineer Olson stated that the intent <br />of the policy is to have something in the interim until Chapter 9 is rewritten. The City <br />has allowed private streets in the past and without guidelines they can't tell a developer <br />they can't have private streets. Councilmember Zimmerman inquired if a developer came <br />in proposing 24-foot streets with a 600-foot cul-de-sac could they require a 32-foot width. <br />City Engineer Olson replied that the Council could suggest it, but not require it. <br />Councihnember Zimmerman stated that a developer would be more likely to construct <br />24-foot streets rather than 32-foot streets. Councilmember Anderson inquired as to why <br />they couldn't tie the 600-foot length to a 32-foot width street requirement. City Engineer <br />Olson replied that they could. Councilmember Anderson stated that 600 feet is a long <br />distance and if one person parks on the street then rescue personnel can't get tlu:ough on a <br />24-foot wide street. <br /> <br />Motion was withdrawn. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to ratify the <br />recommendation of the Public Works Committee, including the 600-foot cul-de-sac <br />length as along as anything over 300 feet is 32 feet wide. <br /> <br />Further discussion: Councilmember Hendriksen stated that they initially talked about <br />private streets being driveways and now they are back to talking about private streets. <br />Mayor Gamec stated that if there is going to be a lot more discussion it should be referred <br />back to the Public Works Committee. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to <br />table action and send the issue back to the Public Works Committee for further <br />consideration. <br /> <br />Further discussion: Councilmember Zimmerman stated that they need further <br />clarification if the road is going to be 0 to 300 feet it can be 24 feet and 300 to 600 could <br />be 32 feet. <br /> <br />City Council/March 12, 2002 <br /> Page 20 of 23 <br /> <br /> <br />
