If they discontinue the service they will have
virtually nothing.

Councihnember Anderson replied that GovDocs has stated that the City will retain the
website if they discontinue the service.

Councihnember Hendriksen stated that the website portion has an approximate value of
$500.

Councihnember Anderson stated that website design is typically $10,000, but GovDocs is
giving the City a reduction if they sign up for the GovDocs Delivery system.

Councilmember Hendriksen stated that the City will expend monies in the first year of
$21,090. The City chose to bring in a consultant indicating it would cost in a range of
$100,000 to $275,000 to replicate the services of GovDocs, which is not true because he
has found a company who would replicate the services for $21,900, which the City would
own and not have to pay the reoccurring costs.

Councihnember Anderson stated that the City has been trying to put together a website
for years and it was time to move forward.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to ratify the
recommendation of the Finance Committee.

Further discussion: Councilmember Hendriksen stated that the proposal he received
stated that they would do the work in two weeks and the City would be spending the cost

City Council/March 12, 2002
