Drainage and utility easements are proposed on the final plat that are in accordance with the <br />Grading Plan and the Utility Plan. <br /> <br />Councihnember Zimmerman inquired as to what the final disposition of Outlot A will be. <br /> <br />Community Development Director Frolik replied that ACCAP will retain ownership of Outlot A. <br /> <br />Mr. Johnson noted that ACCAP is willing to keep and maintain Outlot A or transfer it to the City <br />of Ramsey. <br /> <br />City Engineer Olson noted that the Outlot is currently covered with a drainage and utility <br />easement. <br /> <br />Councihnember Zimmerman inquired as to what value Outlot A has. <br /> <br />Mr. Johnson replied that Outlot A had no value to ACCAP. <br /> <br />Councilmember Zimmerman inquired if the City could use the outlot for parkland. <br /> <br />Mayor Gamec replied that he did not think that more park land was necessary in the area, but <br />suggested having the Park Commission review the possibility. <br /> <br />Principal Engineer Olson noted that the Outlot is covered by drainage and utility easement and <br />anyone could access it. <br /> <br />Councilmember Zimmerman requested that the Park Commission review the issue. <br /> <br />Motion by Councihnember Kurak, seconded by Councilmember Anderson, to adopt Resolution <br />#02-03-086 to grant final plat approval to Sunwood Estates contingent upon compliance with the <br />City staff review letter, dated March 20, 2002, and ACCAP entering into a development <br />agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councihnembers Hendriksen, and Zimmerman. <br /> <br />Case #10: <br /> <br />Approval to Enter into a Contract for Private Development between the City <br />of Ramsey and ACCAP <br /> <br />City Administrator Norman stated that in October 2001, the City of Ramsey approved a Tax <br />Increment Financing Plan to establish TIF District #9. The housing district was created to <br />provide assistance to the Anoka County Community Action Program (ACCAP) to develop a 29- <br />unit rental townhouse project. The TIF proceeds will be used for land acquisition, site <br />improvements and other eligible expenses. It was proposed that any TIF assistance be provided <br />on a "pay as you go" basis in an amount not to exceed $711,000.
