Councilmember Zimmerman stated that he objects to having people that do no work and have the <br />other residents subsidize them. <br /> <br />Mr. Johnson replied that the people living in the units would work and pay rent of at least $800. <br /> <br />Mayor Gamec stated that all of the Councilmembers, with the exclusion of Ms. Kurak, voted in <br />favor of selling the land to ACCAP. The people that will occupy the units will be working <br />people. There are many homes in the City of Ramsey that will not have the same valuation as <br />these units. <br /> <br />Councilmember Anderson noted that TIF financed sewer and water for Chestnut Hills and Rivers <br />Bend, as well as some of the businesses in Ramsey. <br /> <br />Councihnember Hendriksen stated that the people living in the units would be receiving <br />subsidized living by not paying taxes, so the rest of the residents will be paying more. The <br />second point was that the State picks up the difference for the schools, but it all comes from the <br />taxpayers regardless. He also stated that he did initially vote for the sale of the land to complete <br />two projects, not just one and since that time he felt that ACCAP has been evasive with the City <br />numerous times. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to approve the proposed site plan <br />for Sunwood Estates contingent upon compliance with City staff review letter dated January 29, <br />2002, revised March 20, 2002, and March 26, 2002. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmelnbers Hendriksen, and Zimmerman. <br /> <br />Councilmember Kurak noted that never in her campaign literature did she state that affordable <br />housing should not come into the City of Ramsey. <br /> <br />Case #9: <br /> <br />Request for Final Plat Approval of a Minor Subdivision, Sunwood Estates; <br />Case of Anoka County Community Action Program (ACCAP) <br /> <br />Community Development Director Frolik stated that Jeff Johnson of Anoka County Community <br />Action Program (ACCAP) has applied for final plat approval to plat property located west of <br />State Highway #47 (St. Francis Blvd.) and east of Sunwood Drive for a rental townhome project. <br />The property consists of approximately 11.31 acres and is proposed to be platted into one lot for <br />the 32 rental units and 1 outlot for the wetland. The proposed plat will derive access from <br />Sunwood Drive at two locations. The townhomes will gain access to Sunwood via private streets <br />or driveway collectors. There will be no direct access to T.H. #47 and the final plat proposes to <br />dedicate right-of-access along #47 to the State. In accordance with City policy, the wetland is <br />encumbered by a drainage and utility easement. The Park Commission has recommended a cash <br />payment to satisfy park dedication and trail development fees.
