Counci hnember Zimmerman inquired as to what would happen if a tenant no longer held a j ob. <br /> <br />Mr. Johnson replied that it is up to the renter to pay their rent, the rent will not be adjusted <br />because of incolne. If someone cannot pay their rent then they will have to move. <br /> <br />Councihnember Hendriksen noted that the way the development is being subsidized is through a <br />TIF district and through taxes. <br /> <br />Councilmember Hendriksen replied that TIF is partly paying for the development and the <br />property will not contribute into the tax pool, yet it will use community resources. <br />Councihnember Hendriksen stated that the working people in Ramsey would be supporting the <br />people living in the development. He inquired as to why the main street was requested to be a <br />private road. <br /> <br />Mr. Johnson replied that a public street would require a sidewalk along one side of the street as <br />well as and certain right-of-way. They are proposing to have a sidewalk network in the interior <br />area of the development. <br /> <br />Councilmember Hendriksen stated that he thought the reason for the private drive was to include <br />more housing. <br /> <br />Mr. Johnson replied no. <br /> <br />Councihnember Hendriksen inquired if ACCAP was granted a waiver to the sidewalk <br />requirement, would they object to the public streets. <br /> <br />Mr. Johnson replied no. <br /> <br />City Engineer Olson noted that there would be right of way requirements with the public roads. <br /> <br />Councilmember Hendriksen stated that the real reason for the private street is to obtain more <br />housing, not to make it a quality development. <br /> <br />Councilmember Zimmennan stated that all of the taxes collected from the development would be <br />going to pay back the debt. <br /> <br />Mr. Johnson replied that 90 percent of the taxes would be going to pay back the debt. <br /> <br />Councihnember Zimmennan stated that the development would not be contributing anything to <br />the schools. <br /> <br />Mr. Johnson replied that communities no longer support the school system, the State does. <br /> <br />City Council/March 26, 2002 <br /> Page 17 of 25 <br /> <br /> <br />
