The units <br />themselves exceed the minimum square footages established by City Code. City Staff is working <br />with the applicant to determine any sound mitigation measures that will be required because of <br />the proximity of the plat to T.H. #47. Per the recommendation of City Staff, the Landscape Plan <br />has been modified to cluster plantings along Sunwood, rather than place them in a linear manner. <br />The Grading Plan and the Utility Plans have been reviewed by the City Engineer. The <br />development will be required to obtain a permit from the Lower Rum River Water Management <br />Organization. Park dedication and trail fees will be satisfied with a cash payment. The City is <br />also requesting an easement for possible future trail purposes parallel to T.H. #47. <br /> <br />Principal Engineer Olson noted that he did discuss the recommendation of MnDOT regarding the <br />location of the northerly access and explained that it was the City recommendation that the <br />access be placed in an area where the 90 degree intersection could be achieved. MnDOT <br />explained that they were only making a recommendation. <br /> <br />Councilmember Kurak inquired if the six-foot fence will be located along the highway. <br /> <br />Community Development Director Frolik replied yes, unless it is determined that further sound <br />mitigation is necessary. <br /> <br />Councihnember Hendriksen stated that when the City approved the Katnis property they allowed <br />the building of a public street through the property and some private streets to service groups of <br />buildings and thought of them in terms of driveways. Then The Ponds development came <br />forward with a townhome development and they were not proposing individual driveways as <br />private drives, but collector streets as private drives. He inquired as to how far the City is going <br />to go with private drives. <br /> <br />Councihnember Kurak stated that in regards to the ACCAP development they are proposing one <br />private street to facilitate a better development on the site. <br /> <br />Councihnember Zimmennan stated that Councilmember Kurak had stated in her campaign <br />material that she would not vote for low income housing and now she is doing exactly that. He <br />stated that that was a bad decision on Councilmember Kurak's part. He inquired if it will be <br />possible for a fire truck to make the sharp turn. <br /> <br />Director of Public Works/Fire Chief Kapler replied that the streets met all of the City's road <br />standards. <br /> <br />Jeff Johnson, ACCAP, explained that the rent on the units would range from $700 to $1,200. <br />The units will all have two car garages and will be rented by working families.
