The City Council adopted findings of fact and introduced the ordinance to rezone the <br />property on February 26, 2002. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to adopt Ordinance <br />#02-12 rezoning property in Section 25 from R-1 Urban Residential to R-3 Urban Residential to <br />accommodate the ACCAP housing project. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councihnember Anderson aye <br />Councilmember Kurak aye <br />Councilmember Zimmerman no <br />Councilmember Hendriksen no <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #8: <br /> <br />Request for Site Plan Approval of Sunwood Estates; Case of Anoka County <br />Community Action Program <br /> <br />Community Development Director Frolik stated that Jeff Johnson from Anoka County <br />Community Action Program (ACCAP) has applied for site plan approval to develop a rental <br />project consisting of 32 townhomes on the property located west of Highway #47 (St. Francis <br />Boulevard.) and south of Sunwood Drive. The property consists of approximately 11.31 acres. <br />The site plan is proposing to construct four, six-unit and one, eight-unit townhome structures (15 <br />2-bedroom, 15 3-bedroom, one 4-bedroom and one 5-bedroom). The units will receive access <br />from a private street or driveway collector extending off Sunwood Drive. The developer's <br />original proposal was that the most northerly access onto Sunwood would be restricted to <br />emergency vehicles only. The City Engineer recommended that both accesses from Sunwood <br />are full service and the site plan was modified accordingly. Mn/DOT also requested that the <br />most northerly access be adjusted to the south at least 250 feet from the intersection of Sunwood <br />and T.H. #47. The access has been realigned as far south as possible (approximately 180 feet <br />from T.H. #47) while maintaining the City's standard for a 90-degree angle at the intersection <br />with Sunwood. Building coverage is restricted to 35% of the property. The building coverage <br />proposed on Lot 1 is approximately 11%. All of the structures meet or exceed the applicable <br />structure setbacks fi'om property lines. The private street will be paved and finished B-612 <br />concrete curbing. The driveway collector extending south from the private street will not be <br />curbed. According to City Code, a minimum of 73.5 parking spaces are required. The site plan <br />reflects the capability to provide 128 off-street parking spaces; 64 spaces in 32 double garages <br />and 64 spaces in 32 double wide, 25 foot long driveways. The north/south private street will be <br />constructed with a 32 foot wide pavement, which will allow for on-street parking. The developer <br />is proposing to install sidewalks to link all of the units with the two recreational areas planned in <br />the neighborhood and the City sidewalk system on Sunwood.
