approximately 7.5% lot coverage. The site will derive one (1) access point from the extension of <br />156"' Avenue. City Code requires all driveways and off-street parking areas to be paved and <br />finished with B-6/12 concrete curbing. The site plan indicates that the employee/customer <br />parking area and the loading berth area will be surfaced with bituminous pavement. According <br />to the site plan, the customer/employee parking area will be finished with concrete curbing. The <br />applicant would like to construct a future addition within the next 3 to 5 years that would consist <br />of approximately 25,000-35,000 square feet of office/warehouse space. On February 26, 2002, <br />the applicant requested City Council approval to waive the concrete requirements in the future <br />expansion area. City Council directed the applicant meet with the City Engineer to determine an <br />alternate plan for concrete curbing. Instead of installing concrete curbing, the applicant is <br />proposing to establish bituminous curbing around the perimeter of the loading berth area. The <br />City Engineer feels that the proposed bituminous curbing achieves the same goal as concrete <br />curbing. Staff incorporated language in the development permit stating that the bituminous <br />bmTier around the loading berth must stay intact until such time that the applicant chooses to <br />construct a future addition along the subject barrier bituminous line. The proposed development <br />is subject to the review and permitting of the Lower Rum River Watershed Management <br />Organization (WMO). The exterior building materials for the principal structure are proposing to <br />consist of rock face concrete block with a pre-finished metal coping accent; this meets City Code <br />requirements. The landscaping plan is acceptable. The facility will be served by on-site sewer <br />and water facilities. The 2001 Comprehensive Plan includes a general policy stating that new <br />commercial/industrial developments should be serviced by urban services. Since municipal <br />services are not available to the site, The development permit incorporates language requiring <br />connection to urban services within two years of availability. The Planning Commission <br />reviewed the proposed site plan on February 7, 2002, and recommended approval. <br /> <br />Councilmelnber Anderson stated that she was under the understanding that there would be a <br />significant amount of outside storage. <br /> <br />Community Development Director Frolik replied that the plan had changed and that there would <br />not be any outside storage. <br /> <br />Motion by Councihnember Kurak, seconded by Councilmember Hendriksen, to approve the <br />proposed site plan for Minndak contingent upon compliance with City staff review letter dated <br />March 22, 2002, and the applicant entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, Anderson, <br />and Zimmerman.
