Ultimately, City Hall would be closed December 24th and December 27th for Christmas Eve and <br />Christmas. In addition, New Year's Day 2005 is a paid holiday for City of Ramsey employees, <br />which falls on a Saturday this year. According to language in the labor agreement bet~veen the <br />City and AFSCME, AFSCME employees will be taking their paid holiday on Friday, December <br />31, 2004. Staff is requesting that non-union employees also be granted a paid holiday on Friday, <br />December 31,2004. This will require that the City Council close City Hall on Friday, December <br />31, 2004. The recommendation of the Personnel Committee was to close City Hall Friday, <br />December 24, 2004 and Monday, December 27, 2004 for the Christmas Eve and Christmas <br />holidays, and close City Hall Friday, December 31, 2004 for the New Year's Day 2005 holiday. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to ratify the <br />recommendation of the Personnel Committee in Cases 1 and 2 adopting Resolution #04-11-352 <br />reappointing Commissioners Kiefer, Steffen and Riley to the EDA to a term expiring December <br />31,2008, and Resolution #04-11-353 closing City Hall Friday, December 24, 2004 and Monday, <br />December 27, 2004 for the Christmas Eve and Christmas holidays, and close City Hall Friday, <br />December 31, 2004 for the New Year's Day 2005 holiday. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Pearson, Cook, Elvig, <br />Strommen, and Zimmennan. Voting No: None. <br /> <br />3) Discussion Regarding Filling New Positions <br /> <br />Human Resources Manager Reed reviewed that there was consensus by the Council to create <br />sevcral new staff positions. Staff would like direction on which positions the Council would like <br />to see filled in the beginning of the year, and which positions should be filled mid-year. It was <br />her understanding that the Council wanted to hold some positions until June of 2005. The <br />Human Resources Technician was already recruited, and one patrol officer has been hired. The <br />recommendation of the Personnel Committee was to move forward with the following positions <br />as early as possible: <br /> <br />Asst. Finance Officer (1 FTE) <br />Building Inspector (2 FTEs) <br />Patrol Officer (2 FTEs - 1 hire remaining) <br />Public Works Maintenance <br />Worker (2 FTEs) <br /> <br />Human Resources Manager Reed explained the recommendation of the Personnel Committee <br />was that the remaining two positions of the CSO Officer and Fire Secretary would be phased in <br />as soon as time and staff energy allows. <br /> <br />Mayor Gamec suggested the work of the Fire Secretary could be combined with a Public Works <br />position. He stated he thinks they could give better response to residents if there is an employee <br />available full time to answer a lot of the calls.
