5) Consider Proposed Ordinance to Establish an Environmental Quality Board <br /> <br />Community Development Director Frolik advised at the October 19th work session, the Council <br />discussed the transformation of the EnvirOnmental Policy Task Force to a permanent advisory <br />board to the Council on environmental matterS. The ordinance to establish the Board has been <br />drafted and staff recommends the Council introduce the ordinance this evening. <br /> <br />Councilmember Strommen corrected Subd. 8, item d to read "Promote public outreach for and <br />education..." <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to ratify the <br />recommendation of the Personnel Committee for Case 5 and introduce the proposed ordinance to <br />amend City Code to establish an Environmental Quality Board. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />6) Update on Planning Commission Vacancy <br /> <br />Human Resources Manager Reed reviewed with the Council that Mr. Jeffrey currently serves on <br />the Plalming Commission and his term wasto expire December 31, 2004. Mr. Jeffrey applied <br />for reappointlnent to the Commission. When Mr. Jeffrey was elected to the Council she <br />advertised the vacancy on the Planning Commission in the Ramsey Resident, the local paper, <br />cable, and the City website. The deadline for the vacancy is December 15, 2004. <br /> <br />Case #3: <br /> <br />Cousider Adoption of Ordinance to Amend Certain Sections of the City <br />Charter <br /> <br />City Attorney Goodrich reviewed that at the last meeting a public hearing was held regarding the <br />adoption of this ordinance. There was no public input at the hearing. The ordinance that is <br />reconnnended by the Charter Commission enumerates minor amendments to the City Charter. <br />The amendments became necessary as a result :of the Charter amendments increasing the Council <br />size to seven members and adoption of the Ward: System. <br /> <br />Mayor Gamec asked if these amendments were vOted on by the residents. <br /> <br />City Attorney Goodrich replied the amendments were recommended by the Charter Commission <br />due to the change in the number of Councilmembers and the adoption of the Ward Systeln. The <br />spcci tic amendments have not been voted on by the residents. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to adopt Ordinance #04- <br />47 amending certain sections of the City Charter. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />City Council/November 23, 2004 <br /> Page 8 of 17 <br /> <br /> <br />
