A~t Raudio - I have developing in Ramsey since 3. Unless the City
obtains that sewer connection you are not going to the development and
the tax base that you are looking for. I don't feel Ramsey's problem is
unique and there should be a solution. If the second sewer connection is
not put into the plan now, it will be deferred until 1990 and the Metro Council
will probably still impose the 10 acre minimum restriction.

Case #3: Adoption of Ramsey Comprehensive Plan:

Mr. Schnelle - Mr. Raatikka and ! feel that the Metro Council will not
give in any more. The Metro Council is tightening up because of a shortage
of funds in Washington and they don't want to see this area developed until
better times. Ramsey is right up against the wall and City Staff cannot
negotiate any further and City Council themselves will have to meet with
Metro Council Staff if you still want to fight the 10 acre restriction or
fight for the moratorium.

Councilmember Cox - We are going to walk away from all the good reasons for
good planning in order to obtain that second sewer connection.

Council recessed at 8:40 P.M.

Council meeting was called.back to order at 9:01 P.M.

Norm Holm - If the City does not acceptthe conditions of Metro Council and
get the interceptor at their expense, the City owes me and the other property
owners in this area the responsibility of furnishing this sewer service to us.

Mayor Gamec - I feel we should have another meeting in regards to this matter.
It is an important issue and there is a councilmember absent tonight.

Motion by Councilmember Cox and seconded by Councilmember Reimann to table
any action on the Comprehensive Plan until the special Council Meeting set
for Monday, March 29, 1982.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox and
Reimann. Voting No: None. Absent: Councilmember Van Wagner.

Case #4: Support For The Cit~.of Anoka to Operate the Coon Rapids Hydro-
Electric Power Plant:

Motion by CouncilmembeW Sorteberg and seconded by Councilmember Cox not
to take any action regarding City of Anoka's request for support to operate
the Coon Rapids Hydroelectric Power Plant.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox
and Reimann. Voting No: None. Absent: Councilmember Van Wagner.

Case #5: Use of Cit~ Land, Request For; Case of Mr. Oren Lemke:

Darryl Fults, Sr., was present at the meeting to represent Mr. Oren Lemke.
Mr. Fults, Sr. stated that the written proposal is not yet complete and
requested that this matter be placed on the next regular council agenda.

C/March 23, 1982
Page 10
