- 13 -

Ramsey has requested and adequately addresses the need for
the construction of the second connection. The specific
timing and staging of the interceptor construction and the
availability of sewer service will be determined as part of
the MWCC's Development Program and Capital Budget amendments.

Ramsey's sewer policy plan is consistent with the Council's
Water Resources Management Development Guide (Part 1) in that
the city has adequately addressed the on-site system
management guidelines recommended in the Development Guide to
accompany Ramsey's proposed rural densities.

2. Transportation

Ramsey's plan is consistent with the Transportation Policy Plan.

3. Parks

The Ramsey Comprehensive Plan conforms with the Regional
Recreation Open Space System.

4. Airports

The Ramsey Comprehensive Plan adequately addresses the control of
general airspace obstructions and seaplane use areas. The city
has delayed plans to relocate the Gateway Airport, and has
indicated its intention of amending the comprehensive plan
should a new airport be developed. 'The city plan is consistent
with the Aviation chapter of the Metropolitan Development Guide.

C. Compatibility.with-Other-Governmental units~Plans

Adjacent and affected governmental units have been notified that
Ramsey's comprehensive plan is being reviewed by the Metropolitan
Council.

The City of Anoka has raised concerns about the size and
intensity of land uses adjacent to Anoka. Their comments are
contained in Attachment V. It appears that Anoka's concerns are
partially addressed by subsequent revisions to the Ramsey plan.
Any remaining concerns are of a local nature and should be
worked out between the cities.

D. Consistency with,Other Guide-Cha~te~s

1. Metropolitan Development Framework

The plan's household forecasts are somewhat higher than Council
forecasts. However, their use of a lower household size and
Council employment forecasts which are too high would tend to
reduce the potential impact on metropolitan systems. The plan
manages new growth in both the 1990 Urban Service Area and the
Rural Service Area so as to be consistent with Development
Framework policy which justifies the city's request for a second
connection to the metropolitan sewer system.
