- 12- <br /> <br />density of 6 to 20 units for multifamily development in the <br />future urban area is consistent with the Council's land use <br />advisory standards. It should be noted, however, that the 4-unitt <br />per-acre density proposed for single-family housing in the same <br />area is slightly lower than the advisory standard of 5 to 7 units <br />per acre for urban single-family development. <br /> <br />4. Solid Waste (Paul Smith) <br /> <br />The plan does not include any discussions of solid waste <br />collection. Though not required by the Land Planning Act, this <br />is a provision of the Metropolitan Solid Waste Act of 1976. It <br />is recommended that the city indicate in its plan that it has <br />adopted an ordinance governing the collection of solid waste <br />within its boundaries. If Anoka County has adopted an ordinance <br />governing collection, the city may either adopt the county <br />ordinance by reference or adopt a stricter ordinance. The <br />purpose of the ordinance is to assure that refuse collection <br />services and needs are met and available to the general public, <br />and that regulatory controls are available when necessary to <br />control nuisance and public health problems attributable to <br />refuse collection. <br /> <br />Vo FINDINGS OF FACT AND CONCLUSIONS <br /> <br />Ao General.Findings <br /> <br />..................... 1..The Ramsey Comprehensive Plan has been submitted to the <br /> Metropolitan Council for review under Section 473.175 and <br /> Sections 473.851 to 473.872 of the Minnesota statutes. <br /> <br />The City of Ramsey is located in Anoka County in Council District <br />No. 12. It is bordered by Sherburne County on the west, Hennepin <br />County on the south and Burns Township, Oak Grove Township, <br />Andover and Anoka in Anoka County on the north and east. <br /> <br />Ramsey has certified that its comprehensive plan has been <br />circulated to adjacent governmental units at least six months <br />prior to submittal to the Council. <br /> <br />Ramsey's plan addresses the protection and development of access <br />to direct sunlight for solar energy system as required in <br />Section 473.859 of the Metropolitan Land Planning Act as amended. <br /> <br />B. Sewers <br /> <br />Ramsey's plan substantially meets the requirements of both a <br />sewer policy plan and a comprehensive sewer plan. The plan, <br />however, should address the additional comments raised by the <br />MWCC in its letter. <br /> <br />The Council has projected a 1990 sewer flow forecast of .57 <br />mgd. Ramsey's forecast (.57 mgd) is consistent with this <br />projection. <br /> <br /> <br />
