The guidelines govern the disbursement of more than $900,000 in grant funds to local units to complete the comprehensive plans required of them by the Metropolitan Lan~ Planning Act. The Council's Physical Development Committee has scheduled a pablic meeting on the proposed changes at 2:00 p.m. on Thursday, April 9, in the Council Chambers to hear any reactions you may have to the changes. The proposed amendments will accomD!ish two major objectives~ o 1980-81 grants will be disbursed earlier. o Criteria for discretionary fund awards will be clarified. Current guidelines say all 1980-81 funds will be granted as a reimbursement after the entire Land Planning Act process is complete. The proposed guidelines would give local units the option of applying for 1980-81 funds when they submit their comprehensive plans to the Council. Fifty percent (50%) would be disbursed when the Council begins to review the plan. Another 40 percent would be paid when the local unit adopts its plan after Council review. The final i0 percent would be paid when the final progress report is submitted. The discretionary fund (1980-81 funds that have not yet been prea!!ocated) criteria would be clarified by listing those local units that would receive first priority consideration for funds, and by defining exactly how the first priority awards will be determined. The attached material shows the sections of the existing guidelines proposed to be changed on the left side of the page, and the propcsed changes on the right side. Once adopted, the changes will be incorporated into the guidelines and copies of the entire revised document will be sent to all cities, towns and counties. It is expected that the changes will be adopted by the Council in mid-May.
