~ ~IN Ct~% <br /> <br />300 Metro Square ~Buiiding, Zth Street anc~ I~obert Street, Saint Paul, Minnesota 55101 Area 612, 291-6S59 <br /> March 26, 1981 <br /> <br />TO: Local Officials in the Twin Cities Metropolitan Area <br /> <br />SUBJECT: Proposed Amendments to 1980-81 Local Planning <br /> Assistance Grants <br /> <br />Attached are proposed amendments to the 1980-81 Local Planning <br />Assistance Grant Guidelines that ~were adopted by the Metropolitan <br />Council on June 26, 1980. The guidelines govern the disbursement of <br />more than $900,000 in grant funds to local units to complete the <br />comprehensive plans required of them by the Metropolitan Lan~ <br />Planning Act. <br /> <br />The Council's Physical Development Committee has scheduled a pablic <br />meeting on the proposed changes at 2:00 p.m. on Thursday, April 9, <br />in the Council Chambers to hear any reactions you may have to the <br />changes. <br /> <br />The proposed amendments will accomD!ish two major objectives~ <br /> <br />o 1980-81 grants will be disbursed earlier. <br /> <br />o Criteria for discretionary fund awards will be clarified. <br /> <br />Current guidelines say all 1980-81 funds will be granted as a <br />reimbursement after the entire Land Planning Act process is <br />complete. The proposed guidelines would give local units the option <br />of applying for 1980-81 funds when they submit their comprehensive <br />plans to the Council. Fifty percent (50%) would be disbursed when <br />the Council begins to review the plan. Another 40 percent would be <br />paid when the local unit adopts its plan after Council review. The <br />final i0 percent would be paid when the final progress report is <br />submitted. <br /> <br />The discretionary fund (1980-81 funds that have not yet been <br />prea!!ocated) criteria would be clarified by listing those local <br />units that would receive first priority consideration for funds, and <br />by defining exactly how the first priority awards will be determined. <br /> <br /> The attached material shows the sections of the existing guidelines <br /> proposed to be changed on the left side of the page, and the propcsed <br /> changes on the right side. Once adopted, the changes will be <br /> incorporated into the guidelines and copies of the entire revised <br /> document will be sent to all cities, towns and counties.
