Generally, the Council's responsibility is to <br />review and adopt findings and determinations with regard to the local <br />plan's: <br /> <br />1. Conformity. with metropolitan system plans. <br /> <br />2. Compatibility with plans of adjacent local governmental units° <br /> <br />3. Apparent consistency with other adopted Metropolitan Development <br /> Guide chapters. <br /> <br />The Council may provide advisory comments with regard to other <br />aspects such as technical adequacy, completeness and its internal <br />consistency. <br /> <br />As part of the review, the Council: <br /> <br />"may require a local governmental unit to modify a comprehensive <br />plan or part thereof which may have a substantial impact on or <br />contain a substantial departure from metropolitan system plans." <br /> <br />The Council must complete its review of the local comprehensive plan <br />within 120 days following the issuance of the order to commence plan <br />review. The review of the Ramsey plan was commenced on October 21, <br />1981 and the review deadline is February I8, 1982. <br /> <br />DESCRIPTION OF RAMSEY <br /> <br />Ramsey is an outlying community which has experienced dramatic population <br />growth during the past decade. Between 1970 and 1980, the population <br />grew by nearly 430 percent from 2,360 to 10,084. The majority of this <br />growth occurred randomly throughout the community from 197.0 to 1975. <br /> <br />The city is located in western Anoka County and is bordered by Sherburne <br />County on the west; the towns of Burns and Oak Grove on the north; the <br />cities of Andover and Anoka on the east; and the City of Dayton across <br />the Mississippi River in Hennepin County to the south. Two school <br />districts provide service to Ramsey--Anoka-Hennepin (11) and Elk River <br />(728). <br /> <br />DESCRIPTION OF COMPREHENSIVE PLAN <br /> <br />The Ramsey Comprehensive Plan, as revised by the city during the course <br />of the review, provides the basis for more effective and logical <br />management of future developments than has been exercised in the past. <br />The plan acknowledges the existing pattern of fragmented growth <br />throughout the community, and provides the tools for preventing <br />additional premature urbanization outside of the urban service area° <br />The majority of growth in the planning period to 1990 is directed to the <br />area which is scheduled to receive urban services during that period. <br /> <br />The plan includes an urban planning area, a portion of which is <br />designated as the 1990 urban service area, and a rural service area. <br />Residential development within the 1990 Urban Service Area is permitted <br />on one-acre lots without sanitary sewer and on 10,800 square-foot lots <br />with sewer.
