ANALYSIS <br /> <br />A. Consistency with. Me.t~o@oli~an ~evelopment Framework (Robert Ryan) <br /> <br />The Development Framework shows Ramsey to include three policy <br />designations befitting the community's location as a transition from <br />the Urban Service Area to the Rural Service Area. (See Attachment I.) <br />The extreme southern portion of the city, containing approximately <br />one and a half square miles in area, is shown to be added to the <br />Urban Service Area during the 1981-1990 period. The remainder of the <br />community is shown in the Rural Service Area, General Rural Use <br />Region with the exception of the extreme northwest corner which is <br />shown in the Commercial Agriculture Region of the Rural Service Area. <br /> <br />The Framework expectation is for development in the Urban Service <br />Area portion to be staged in an orderly fashion based on the best <br />available forecasts for growth and the financial capability of the <br />city to expand all services, as well as sewer. The Framework <br />expectation for the General Rural Use Region is a maximum <br />residential density of one unit per 10 acres, and a minimum of city <br />service commensurate with a rural area. For the Commercial <br />Agricultural Use Region, the Framework expectation is to identify and <br />protect prime agricultural lands and a maximum residential density of <br />one unit per 40 acres. <br /> <br />1.
