c. Ramsey has requested and adequately addresses the need for <br /> the construction of the second connection. The specific <br /> timing and staging of the interceptor construction and the <br /> availability of sewer service will be determined as part of <br /> the MWCC's Development Program and Capital Budget amendments. <br /> <br />d. Ramsey's sewer policy plan is consistent with the Council's <br /> Water Resources Management Development Guide (Part 1) in that <br /> the city has adequately addressed the on-site system <br /> management guidelines recommended in the Development Guide to <br /> accompany Ramsey~s proposed rural densities. <br /> <br />2. Transportation <br /> <br />Ramsey's plan is consistent with the Transportation Policy Plan. <br /> <br />3. Parks <br /> <br />The Ramsey Comprehensive Plan conforms with the Regional <br />ReCreation Open Space System. <br /> <br />4. Airports <br /> <br />The Ramsey Comprehensive Plan adequately addresses the control of <br />general airspace obstructions and seaplane use areas. The city <br />has delayed plans to relocate the Gateway Airport, and has <br />indicated its intention of amending the comprehensive plan ....... <br />should a new airport be developed. The city plan is consisten~'~'~'iJ'~ <br />with the Aviation chapter of the Metropolitan Development Guide. <br /> <br />C. Compatibility with Other Governmental Units' Plans <br /> <br />Adjacent and affected governmental units have been notified that <br />Ramsey's comprehensive plan is being reviewed by the MetroPolitan <br />Council. <br /> <br />The City of Anoka has raised concerns about the Size and <br />intensity of land uses adjacent to Anoka. Their comments are <br />contained in Attachment V. It appears that'Anoka's concerns are <br />partially addressed by subsequent revisions to the Ramsey plan. <br />Any remaining concerns are of a local nature and should be <br />worked out between the cities. <br /> <br />D. Consistency with Other Guide Chapters <br /> <br />'1. Metropolitan Development Framework <br /> <br /> The plan's household forecasts are somewhat higher than Council <br />'forecasts. However, their use of a lower household Size and <br /> Council employment forecasts which are too high would tend to <br /> reduce the potential impact on metropolitan systems. The plan <br /> manages new growth in both the 1990 Urban Service Area and the <br /> Rural Service Area so as to be consistent with Development <br /> Framework policy which justifies the city's request for a second <br /> connection to the.metropolitan sewer system. ._ ' <br /> <br /> <br />
