VI. <br /> <br />2. Investment Framework <br /> <br />The city is to be commended for the financial section and CIP in <br />its comprehensive plan. Most of the required information is <br />included, as well as other textual and tabular data which is not <br />required but is informational to the reader. The city should <br />include a section on the need for each project, and for the <br />financial impact that each improvement will have on the city. <br /> <br />3. Environmental Protection <br /> <br />The plan is consistent.with Metropolitan Council policies and <br />plans for environmental protection. The plan's environmental <br />management program contains a comprehensive array of narrative <br />descriptions, inventories, maps, policies and official <br />implementation controls are included in the plan text. Policies <br />on stormwater management are also included. The comprehensive <br />land use plan is also,accompanied by a comprehensive stormwater <br />management plan. <br /> <br />4. Housing <br /> <br />The housing element provides a satisfactory data summary and <br />analysis of the community's housing situation and numerical <br />growth projections for the next decade. The plan contains <br />housing policies and implementation strategies that are in <br />conformance with the Housing chapter. <br /> <br />5. Solid Waste <br /> <br />The plan does not indicate what municipal or county ordinances <br />govern the collection and disposal of solid waste within its <br />boundaries. <br /> <br />RECOMMENDATIONS <br /> <br />That Ramsey be advised that: <br /> <br />A. This report constitutes-the Council's official'review required under <br /> the Metropolitan Land Planning Act. <br /> <br />B. No plan modifications are required. <br /> <br />C. The Ramsey plan relates to metr6politan system plans as follows: <br /> <br />'1. <br /> <br /> The plan is in conformance with the Transportation Policy Plan, <br /> the Regional Recreation Open Space System, and the metropolitan <br />~system plan for airports. <br /> <br />2,/ The plan is in conformity with the Metropolitan Council's system <br /> plan for sewers in that it meets the planning requirements for <br /> sanitary sewers and on-site system management. <br /> <br />Following the adoption of the plan by the city, Ramsey should <br />submit the comprehensive sewer plan portion to the MWCC for its <br />review. That plan should address the additional comments raised <br />by the MWCC. · <br /> <br /> <br />
