The plan appears generally compatible with the plans of adjacent and <br />affected units. Comments of a local nature have been raised by the <br />City of Anoka. These concerns should be worked out between the <br />cities. <br /> <br />E. The plan relates to other Metropolitan Development Guide chapters as <br /> follows: <br /> <br />The plan is consistent with the Metropolitan Development <br />Framework, the Protection Open Space and Water Resources chapters <br />of the Metropolitan Development Guide, Council policies for <br />stormwater management, and the Housing chapter of the Metropolitan <br />Development Guide. In accordance with Minnesota Statutes <br />473.206, the city should send new or modified environmental <br />ordinances to the Council for review prior to adoption. <br /> <br />The CIP meets the reqdirements of MSA 473.852, Subdivision 4, <br />except that the following information should be added to the <br />CIP. At such time as the city amends i~s CIP (at least <br />biennially), it should forward the amended version to the <br />Council for review and con~nent. <br /> <br />a. The CIP should contain a statement of the need for each <br /> project. <br /> <br />b. The CIP should include a statement of the financial impact <br /> each improvement will have on the city. <br /> <br />According to Minnesota Statutes, Section 473.811, Subdivision 5, <br />Ramsey shou)d adopt an appropriate ordinance or reference a <br />county ordinance governing solid waste collection and disposal in <br />the city. <br /> <br />VII. ADVISORY COMMENTS ON LOCAL PARK SYSTEM <br /> <br />The city has 264 acres of city-owned park land as well as an additional <br />334 acres of county/regional and school district recreation land. The <br />city has an adequate amount of park land to the year 1990 and has not <br />proposed any additional acquis'ition. - <br /> <br />The city's park and recreation capital improvement program proposes Land <br />and Water Conservation Funds (LAWCON) to be used in 1983 for the city's <br />community playfield. The city shoul'd be aware that Council Development <br />Framework policy discourages the use of LAWCON funds for the development <br />of parks outside the urban service areas, such as this one.
