Development Guide (Part I} states: <br /> <br />"sewer policy plan referred to in the Metropolitan Land <br />Planning Act should comply with the requirements of a <br />comprehensive plan..." <br /> <br />Procedure 10 of the Development Guide describes the content <br />required for local sewer plans. The city's Plan substantially <br />addresses the content requirements of Procedure 10. However, <br />when the city sub, its its comprehensive sewer plan to the <br />Metropolitan Waste Control Commission (MWCC), it should address <br />the additional comments raised by the MWCC in the letter included <br />here as Attachment VI. <br /> <br />a. Sanitary Sewer System <br /> <br />Presently Ramsey does not receive metropolitan sewer <br />service. The only treatment available to the city is through <br />private on-site sewer systems. Part of the city is, however, <br />located in the 1981-1990 addition to the Metropolitan Urban <br />Service Area and is scheduled to receive metropolitan sewer <br />service during this time period. The Water Resources <br />Management Development Guide indicates a proposed <br />connection would service the area located in the Mississippi <br />River Watershed. The Development Guide also states that, if <br />warranted in an acceptable Ramsey Plan, the MWCC should <br />include in its 1982-1986 Development Program a project to add <br />a second interceptor connection to Ramsey. This interceptor <br />would serve the Rum River Watershed. <br /> <br />Ramsey is to receive metropolitan sewer service through the <br />Anoka Wastewater Treatment Plant. With the completion of the <br />CAB and the eventual phasing out of the Anoka plant, Ramsey <br />would receive sewer service through the Metropolitan <br />Wastewater Treatment Plant. The Council's revised system <br />statement for Ramsey projected a 1990 total sewer flow of .48 <br />mgd. The Water Resources Management Development Guide <br />projects a 1990 flow of .57 mgd. Ramsey's 1990 flow <br />estimate (.57 mgd) is consistent with the Development <br />Guide's projection. <br /> <br />Ramsey has identified a 1990 Urban Service Area in which <br />sewer service is planned and staged. In order to provide <br />service to part of this area (Rum River watershed) in the <br />next lO-year time period, the city is requesting the <br />construction of the "second connection" by 1984. Ramsey's <br />plan adequately addresses the need for such service. This is <br />discussed in more detail in the Metropolitan Development <br />Framework analysis. However, the specific timing of the <br />interceptor construction and the availability of sewer <br />service will be determined as part of the MWCC's 1982-86 <br />Development Program and Capital Budget amendments. The <br />Council will request the MWCC to include design funding in <br />its 1983 Capital Budget. <br /> <br /> <br />
