b. On-site Sewer System <br /> <br />In those areas to be served by on-site sewer systems, <br />Ramsey is proposing two density standards: one unit per 10 <br />acres in the Rural Service Area and Urban Residential Area <br />and one unit per one acre inside the 1990 Urban Service Area. <br /> <br />In the Rural Service and Urban Residential Areas, Policy 43b <br />of the Water Resources Management Development Guide applies. <br />In the 1990 Urban Service Area, Policy 43d applies. <br /> <br />Policy 43b of the Development Guide calls for local units of <br />government to address installation requirements (WPC-40), <br />permits, record keeping, remedial action, licensing and <br />adequate and trained personnel. Policy 43d calls for the <br />adoption of the complete on-site system management program. <br />Ramsey's plan adequately addresses these requirements. <br /> <br />3. Parks (Arne Stefferud) <br /> <br />A portion of Rum River Regional Park lies within the City of <br />Ramsey. A designated regional canoe/boating trail and a <br />potential regional trail along the Mississippi River are also in <br />the city. The Ramsey Comprehensive Plan recognizes Rum River <br />Regional Park, the canoe/boating trail on the Rum River, and <br />the potential regional trail along the Mississippi River. <br /> <br />4. Airports.(Chauncey Case) <br /> <br />The nearest metropolitan aviation facility to the City of Ramsey <br />is the Gateway North Industrial Aiport located in the northern <br />portion of the city. Portions of the city are~within the air- <br />port's runway approach zones and aircraft traffic pattern. The <br />city is also within the region's general airspace which should <br />be protected from obstructions to air-navigation. In addition, <br />the Mississippi River has been designated by Mn/DOT as a <br />permitted seaplane use area. <br /> <br />C. ~o.~atibil!ty with-Adjacent Governmental Units' Plans <br /> <br />Ramsey has certified that it circulated its comprehensive plan to <br />adjacent and affected units in accordance with the provisions of the <br />Land Planning Act. In addition, the Council has notified these and <br />other governmental units potentially affected by the plan that a <br />plan review is underway. Comments were received from Anoka which <br />are contained in Attachment V. <br /> <br />Anoka has concern about the intensity of development which would be <br />allowed by the proposed zoning adjacent to its city limits. In <br />addition, Anoka questions the size and location of commercial and <br />industrial districts along TH 10. However, the plan has been <br />significantly revised since the Anoka review. The Ramsey plan, as <br />revised, has reduced the amount of commercial and industrial areas <br />included in the 1990 Urban Service Area. Therefore, it appears that <br />the revisions will partially address the concerns raised by the City <br /> <br /> <br />
