METROPOLITAN COUNCIL GUIDELINES <br />FOR REVIEW OF PROPOSED AMENDMENTS <br /> TO LOCAL COMPREHENSIVE PLANS <br /> <br />I. PURPOSE AND OBJECTIVES <br /> <br />The Metropolitan Land Planning Act requires counties, cities, and <br />townships that wish to amend their comprehensive plans to follow the <br />same review and approval procedure they used when adopting their <br />plans. This means that local governmental units must submit proposed <br />amendments to adjacent communities and affected school districts for <br />comment and to the Metropolitan Council for review. Minn. Stat. <br />473.864, subd. 2 (1978). <br /> <br />The purpose of these guidelines is to establish a procedure for review <br />of proposed amendments to local comprehensive plans. The land <br />planning act authorizes the Metropolitan Council' to prepare and adopt <br />such guidelines. Minn. Stat. 473.854 (1978). <br /> <br /> all changes in local comprehensive plans are considered to be <br />amendments under these guidelines. Section III of the guidelines <br />lists 12 types of changes that are amendments. These changes fall <br />into three basic categories: changes in local sewer service systems, <br />changes that may have impacts on'regional facilities and systems, and <br />changes that may affect planned population density in rural service <br />areas identified in local plans. <br /> <br />The guidelines provide for a review period of 90 to 120 days following <br />Metropolitan Council receipt of a proposed amendment. <br /> <br />II. SCOPE <br /> <br />These guidelines apply to all amendments proposed by a local <br />governmental unit after it has prepared and adopted a comprehensive <br />plan in accordance with the land planning act. Proposed changes in <br />local comprehensive plans not included in the definition of <br />"amendment" in Section III are not subject to these guidelines and <br />need not be submitted to the Metropolitan Council for review. <br /> <br />III. DEFINITIONS <br /> <br />The terms "Applicable Planning Statute," "Capital Improvement <br />Program," "Comprehensive Plan," "Local Governmental Unit," or "Unit," <br />and "Private Sewer Facility," shall have the meaning given them in the <br />definition section of the land planning act, Minn. Stat. 473.852 <br />(1978). As used in these guidelines, additional terms shall be <br />defined as follows: <br /> <br />1. Amendment - one or more of the following proposed changes to a <br />comprehensive plan. <br /> <br />Any change in the area to be served by public or <br />private sewer service from that identified for such <br />service in the local sewer policy plan. <br /> <br /> <br />
