Any change in the timing of provision of public or <br />private sewer service from that identified in the local <br />sewer policy plan. <br /> <br />Any change in the local sewer policy plan resulting in <br />effluent flow exceeding the 1990 or five-year staging <br />forecasts previously projected in the local sewer <br />policy plan or any change in the sewer policy plan or <br />implementation program, standards and conditions for <br />the installation and operation of private sewer <br />facilities. <br /> <br />Any change in the land use plan for an area within I000 <br />feet of a regional recreational facility. <br /> <br />Any change to the local transportation plan regarding a <br />facility that abuts or intercepts a regional <br />recreational facility. <br /> <br />Any change in the land use plan enabling the change of <br />10 or more acres from residential to commercial or <br />industrial use. <br /> <br />Any change to the land use plan changing land use or <br />density of development in the rural service area or <br />changing the area identified as the rural service area. <br /> <br />Any change.in the land use plan enabling, within one- <br />half mile of a metropolitan interchange or of a <br />principal or intermediate arterial, a nonresidential <br />use over 10 acres in size or a residential development <br />of 200 or more dwelling units. <br /> <br />Any change in the land use plan enabling the <br />construction of a facility that would constitute an <br />obstruction to air navigation, within the meaning of <br />Volume 14 of Minnesota Code of Agency Rules (MCAR) <br />Section 1.3009. <br /> <br />Any change in the land use plan enabling, within an <br />airport influence area, a change to residential use <br />from any other land use. <br /> <br />Any change in the land use plan for an area of more <br />than 20 acres. <br /> <br />Any change in the land use plan for an area within 1000 <br />feet of the local governmental boundaries. <br /> <br /> 2. Airport influence area means a circle whose center is the <br />airport reference center and whose radius is one mile in the case of <br />a minor airport, two miles in the case of an intermediate airport, <br />and four miles in the case of a major airport, as those airports are <br />identified in the Metropolitan Council's Airports System Plan/ <br />Development Guide. <br /> <br /> <br />
